DeepSeek Plans 160,000-Chip Huawei AI Cluster

DeepSeek reportedly plans a vast Ascend deployment in Inner Mongolia, testing whether Chinese hardware can sustain frontier-scale inference.

A domestic cluster at unprecedented scale

DeepSeek plans to deploy at least 160,000 Huawei Ascend 950DT accelerators at a data center under construction in Ulanqab, Inner Mongolia, according to a Bloomberg report summarized by The Decoder. If completed, it would be the largest publicly known concentration of Huawei AI processors and a major test of China’s ability to build frontier-scale computing systems without Nvidia’s leading accelerators.

The installation is reportedly intended primarily for inference—the computing required to serve trained models—rather than model training. That distinction reflects DeepSeek’s rapidly expanding demand for deployed capacity and the company’s emphasis on models that can be offered broadly at comparatively low prices. The planned facility would also be far larger than the roughly 10,000-chip Huawei clusters disclosed earlier in China.

Important uncertainties remain. Neither DeepSeek nor Huawei has confirmed the reported order, delivery schedule or final configuration. Supplying 160,000 high-end processors would strain Huawei’s manufacturing capacity and its access to high-bandwidth memory, while operating them as one system would require networking, software and power infrastructure that can prevent individual bottlenecks from eroding aggregate performance.

Why it matters

The project would shift the debate over Chinese AI hardware from isolated benchmark comparisons to a systems-level deployment measured in hundreds of thousands of chips. Even if each Ascend processor trails Nvidia’s best hardware, a cluster of this size could give DeepSeek a durable domestic base for serving models at enormous volume. It would also make Huawei’s software stack, interconnects and manufacturing yield strategically important to the economics of globally available Chinese models. Until delivery and operation are confirmed, however, the 160,000-chip figure should be treated as an ambitious plan rather than installed capacity.
